Is Gunday the worst movie of all time?

So, out of curiosity, I managed to find myself on 'IMDb's Bottom 100' page and was shocked to see Gunday, with a mere rating of 1.3, as the worst rated movie on the site.
Now I've seen a lot of Hindi movies on that list before, there are still many on there still, but to see Gunday at the worst was a surprise to me - especially on a site like IMDb, whose ratings are taken very seriously.
I haven't seen the film yet and I've read a mixed bag of reviews so my question is: Is Gunday really that bad? Does it deserve to be labelled as the worst movie of all time? Do you know of any movies that deserve the tag more than Gunday?
